Make sure you have the right weapon that you want the Silver Bullets in equipped you’ll have to spend points if you want them in both weapons. When you’ve got all three gunpowder items, you’re ready to combine them and make the Silver Bullets! Head to the Library and use the crafting bench at the base of the stairs to the Study to do so.
